rough starting 300CE

I have a '91 300CE. In the mornings or when cold, it starts right up. When I'm driving around and shut it down for less than 5 minutes, it starts right up as well. Anything more than that and it stalls on the first crank. The RPM's surge as if though it is going to start fine but then it sputters. On the second crank it usually starts up fine.

I'm guessing it is some sort of fuel system problem. I have not had the car that long. I just replaced the air filter. I was gonna do the plugs but, it seems there is some sort of tool required to remove the wire boot off the plug. Is this correct? I do not want to pull them and end up ruining them.

Any advice is greatly appreciated. Thanks in advance.
