Lets get this sorted out a little.
First, I believe "mburman" is referring to removing either the whole heater box (the whole thing inside the dash) which I don't believe is neccesary.
I also don't believe this 76 has the mono-water valve, it has the servo-motor assembly.
The servo-motor assembly is the "usual suspect", there are diagnostic routines that are used to diagnose the system.
The inside of the servo-motor is quite complex and prone to seizing after years of use.
You should either seek out a mechanic familiar with the servo-motor type of climate control, or if you're a gambling man, buy a new servo-motor assembly.
