It's not just fake papers. When I lived in Zambia, one of our dogs got parvo (watching him die of it BTW was the worst thing I've ever seen in my life) despite our having seen the vet give the dog the shot. The problem? We didn't see him fill the syringe. In the 3rd world, they'll swap out the medicine for water and sell it the real stuff on the black market.
Sorry to hear you had to go through that. I can't imagine going through that and knowing that it happened because someone did something so low as to fake a shot that could have saved a dog's life (or multiple dogs lives). All I know about parvo is what I've seen on Animal Planet, but that was enough to tell that it's an awful thing to go through, for the dog and the owners.
