Looks like shoddy repair work to get to the gas tank for removal or they removed the gas tank to cut the hole. Who knows, you just want to repair it.

If you feel you need to or are willing to pay for the welding then have it done. Otherwise just simply rivet some metal tabs since the sheetmetal is not consistently flat. There are many more important things to spend $200 on your car...
