If you have your gauge plugged into the main vac line and any other T's plugged and you are reading too low of vac, then either your pump is not pulling enough vac or your booster is leaking. The next step is to remove the main vac line from your brake booster and plug the end. If the vac jumps up then the booster is leaking. If there is no change then the pump needs to be rebuilt.

Thanks, pump and booster was my short list. Good idea to check at the hose and then at the pump before breaking out the money shovel
Does anyone know nominal operating vacuum? I've heard as high as 27" Hg.
