Hold the bottom nut with a crescent or channel-locks.
Turn the ALDA counter clock wise.
I am guessing the PO had the ALDA off.
If the clocking distance/motion is small enough, I have tweaked the ALDA position counter clock wise with large channel locks directly on the ALDA.
