The issue is a rogue antivirus program on her computer.

Win32/Fakeinit

Her machine is running McAfee and the Microsoft Security Essentials.

* Safe mode fails, blue screen and reboot.
* Task Manager is locked out.
* REGEDIT is locked out.

I bought and installed MalwareBytes Saturday night.
