I'd try removing them and applying a 12V source to the "wings" on the socket. If they light up I'd put them back in and rotate them in the socket (W/ signals on) until they light up. Sometimes the cluster is just finicky and the bulbs have to be in just the right position to work.

If the bulbs don't light when testing them in the sockets, check the bulbs directly. If the bulbs themselves aren't bad solder the leads to the socket.
