I just check the voltage at the fuse block and am not getting voltage to either a or b so that points me away from the switches toward the relay but that haynes doesnt show a picture...

The turbo thing will be relitively easy... seeing as how the turbo is relitively small and will be comming off a Duetz 4cyl diesel engine. It will take an oil supply line and an oil return line. And some modifications... you got your self a turbo 240D...
