I have heard that deposits behind intake valves interfere with the proper delivery of atomized fuel into the combustion chamber. The deposits disrupt the flow of air around the valve. As gasoline is hard to atomize at cold temperatures, disruption of the atomized spray can have adverse effects on good combustion while starting. Once the metal warms up, it becomes less critical. I have had very good results with a product called "BG44K" - it is expensive at about $20.00 for a 10 oz. can but worth it.
