I would suggest looking at a vacuum schematic. At idle there should be no vacuum at the green vacuum dampener. It is on the other side of one of the vacuum microswitches on the valve cover under the black thing. As throttle is moved, before actual pump movement, the switch closes and vacuum is presented to the proportioning valve (white thing - this is a proportional controlled leak - it leaks more at larger throttle positions). The vacuum that goes to the trans gets reduced by this leak untill there is no vacuum at the trans at full throttle. For more info see: http://www.continentalimports.com/ser_ic20242.html
