The tensioner is hydraulic, working off the oil pressure. It's supposed to hold the pressure / position after the engine is turned off, by means of a check valve. If it loses pressure too soon after shutdown, that is what I refer to as 'leaking down'.
The check valve is internal to the tensioner, so the whole thing has to be changed out.
