The vacuum hose runs to the left side of the fuel distributor to the pressure regulator and serves no real purpose that I know of. There is no "PCV" valve per-say but there is a small 1mm hole in the idle distribution block for the crank vent hose on the left valve cover. From the looks of the right hose with the brown oil in it I would say this little hole is plugged. Just clean it out and your crank vent system should function as designed.
