The clusters are held in rather soundly by a rubbery gasket and friction...and if the speedo cable doesn't have a wee bit of slack...that can contribute to difficulties pulling out the cluster...

It was a tight squeeze to get my hand back there to remove the speedo cable...but it can be done...

You may want to go from underneath...try to slacken the speedo cable a wee bit and push it out from behind reaching up under the steering column if possible...

Not a bad job...but can be frustrating...
