Regarding that black piece that is attached to the end of the SS heating coil in the windshield washer reservoir, it is not a mounting bracket. Rather, it is a passive thermostat; I believe it contains a gel or wax that interrrupts and/or allows the flow of hot coolant when the temperture in the reservoir is outside the range. It cost me about $35 retail from a MB Dealer to get a replacement for that "thermostat." Part number was 126-830-07-84. It takes a bit of work to remove the ss coil from the washer reservoir; the thermostat is held in place by a couple of screws as I remember. Anyway, it solved the problem of overheated washer solution for me during Spring, Fall, and Winter. Its not too bad in Summer either.
