X2, and X2 on nixing the phrase "turn over" when you really mean "start", "catch" or "fire". A car that won't "turn over" most would interpret to mean it won't crank at all, which, apparently is not your problem.
Bottom line is this: Fix what you found to be defective (glow plugs) and see what happens. Changing too many variables can lead to another problem and complicates things. Since you know you have 2 defective GPs replace them.
