you may like to check starter for operation .Connect solenoid end (with cable & nut connection) to motor connection with a similar cable/nut connection .this will directly activate the starter . i have been able to do so with a screwdriver to bridge the connection.
Isolate any fault from the ignition switch or selector wire to the soleniod pin
