They shouldn't if they are working properly.

On a cold start, the chokes should be fully set (choked) by the time you turn the key.

If you mean having to press the gas pedal to keep it running for the first few seconds, this is not unusual on a carbureted car. If you need to do this after more than ten seconds or so, something is probably wrong.
