1995 E300D fan clutch

Im noticing slightly elevated temperatures while driving the 606 in traffic in hot weather, the needle goes to the 110 mark - even slightly above it - I believe the fan clutch is defective. Here is my testing for it.

When I start from cold - I cant hear it roar but its pulling quite some air and if I keep a paper on the airpath it blows - and goes dead after 5 to 10 seconds

after I shut off the engine at the 90 mark it will freewheel and not stop immediately - shutting the engine off at the 110 mark also freewheels but about 4 revs. I have rebuilt toyota clutches with RC silicone fluid and they worked superb. But eyeballing a 606 clutch - how do I get the fluid in there? Im positive its running a little dry
