The relay lives by the steering column inside the dash. The relay does not control the timing of the glow plugs, it just clicks on for some time (120 sec?) until you start the car, and also clicks on while cranking.

There is a thermo-time switch on the head which the glow plugs ground to. That is what switches the plugs (and dashboard indicator).

I don't know where the fuse lives, but I do know it's not part of the relay (which is a silver metal box).
