Check fuse 11 the flashers are on fuse 13. The power is switched internally in the emerg flasher switch. I would give the switch a couple of rough cycles off and on. This often will reset the internal switch powering the output term49.

If that doesn't work go to the flasher (combination relay) 13 pin relay at back of fuse box. Check that the 49 terminal is hot when the emerg flashers are off and when they are on. The power when the flashers are off is from fuse# 11.
