Yes. It is very simple. Just take a large screwdriver and put it through the donut and put the end on the loop hook, lift and rotate the handle of the screwdriver so that the donut is stretched over the hook and keep rotating the screwdriver until it rotates over and out the other side of the hook.

Easy peasy.
