You dont need high speed internet to find a job!!!
The biggest uses for the internet;
social networking ~ FB etc
porn
gaming
gambling
watching videos
But then I guess there are those that would argue that the poor are entitled to HD porn on the net as much as any one.
Maybe it will give them something to do rather than hanging out & getting into trouble.
Does faster internet mean faster drug deals on line ??
