Correct, the steering wheel needs to be removed. The center hub is removed and there is a single cap screw that holds the steering wheel in position. It's usually torqued to a fairly high level, so the assistance of a 2 x 4 for counter torque makes it fairly easy in conjunction with a 15" breaker bar.

There is no easy access for contact cleaner............and, you don't know the problem is with the combination switch. It could be the headlight switch.
