Yes, that has been my experience as well. On this one I removed as much as I could with a suction bulb and filled the reservoir with fresh fluid up to the "max" line. When I flushed the rear brake the front chamber went down to the "min" line without any of the fluid from the resevoir refilling it. That is when I posted my question. Since then I have removed the resevoir and cleaned it. Using air I get flow to the front and rear chambers so I assume fluid will flow there as well. Perhaps I just need to fill above the "max" line.
