Sounds like the house should be moved onto another foundation or torched. Maybe there is some way to get insurance to pay, yours or the developer's. There is probably a lawyer in your area who has dealt with the scumbag builder and knows the angles. The lawyer probably has a dubious reputation but look at who you are asking him to deal with.
