I guess I don't get what the issue is about. Tags are really just proof where the taxes were paid. As long as both the seller and buyer have a copy of the bill of sale, he has nothing to worry on the tags.

To finish the coverage, call the insurance compay of the buyer and tell them you want to add the new VIN when the car is turned over. Once the seller has the bill of sale, the car is no longer covered by his insurance. (Include the time and date on your bill of sale) Most insurance companies will now e-mail you proof of insurance.
