Euro 1986 W201 (190D) manual climate fan control

My 1986 W201 was a grey-market import from Germany. It has no A/C provisions, manual climate controls, and the fan is very different U.S. 190d's (single squirrel cage fan, rather than the dual fan, one on each side of the electric motor). The fan control is a slide switch, like on some other W201s. I don't have the German owner's manual.

My question: I got the fan replaced at Burback Motors (great shop, by the way), and they are a little puzzled because the fan slide control doesn't seem to have an OFF position. You can run the fan high speed down to low speed, but no Off position. At the low end of the fan slider there is a 1, not a zero, which suggests that slider is not the control that shuts off the fan. Is there some other part of the system you twiddle to shut off the fan?
