The factory finish is gone.

It has surface rust all over it.

However, to help you on the way to a compromise if you don't even want to remove the tyres use steel wool and oil to remove the rust. That'll keep you busy for a few weeks!

Then degrease and use something like that MetalReady stuff that POR15 makes => basically water with a zinc solution from what I can make out to try to slow the rust down a bit. Then prime (perhaps with some sort of epoxy based paint?) and then try and copy the top coat colour for that factory finish. It might be good for a couple of years.
