The misaligned wheel?
The rusted control arm? It doesn't appear to be deformed or bent in any way obvious to the eye.
I've fixed a lot of cars in my day, in fact was ASE Master certified until recently (but alas no foreign cars). I have never seen a case where one just rips out a control arm and replaces it to cure a misaligned wheel, unless the car has been in a collision.
