I read that article. Basically it said the armor piercing bullets are illegal so therefore its just a glorified 22 without them, if I understood it correctly.

Well, of course it matters which rounds you use. A 9mm loaded with target rounds is not even lethal.

There was a big hoo hah here about fifteen years ago when a local cop shot fleeing kid in the kiester with a target round. It lodged in the kid's behind.

With the impressive title of the article I was waiting for the part where the author tested the effectiveness of the gun against armor but it was simply a write up based on other evidence.
