It's a bit more complicated than stated above.

You cannot simply loosen the nut on the back side of the bolt as shown above. If the nut is slightly stuck on the bolt threads, the bolt will attempt to rotate. But, the bolt cannot rotate because the 90 section that holds the tensioning nut will prevent this rotation............until this section snaps off the main bolt. Since the 90 degree section is considerably smaller in diameter than the main bolt, this happens quickly.

So, you must put a wrench on the forward side of the bolt while simultaneously turning the nut on the rear side of the bolt. How to manage that by yourself is damn near impossible because the bolt head is accessed from the top and the nut is accessed from underneath.
