Did you check if the tang was visable in the original injector pump before removing? Otherwise you may have pulled the injection pump on the wrong stroke for re installation of another one. At an indicated fourteen degrees the pump can be installed two different ways in relationship to the cam.

Put the engine at fourteen degrees again. Verify the cam lobes of the number one cylinder are pointing upward in general. Then have a look for the tangs presence. If not there rotate the engine one more time. If the tang is present and the valve lobes pointing downward.

Remove the injection pump and position it for the locking device. . Rotate the engine 360 degrees to 14 degreeas again and reinstall the locked pump. This is the most common error when dealing with the timing in of injector pumps. now if you find the cam lobes are upward in general on that first cylinder at 14 degrees and the tang is in sight.

Spray a little wd 40 into the intake for the engine to run on to help get fuel up without stressing your starter.
