I don't think you want the excess fuel going onto the drip plate. Really, under normal conditions there should be no excess fuel. Excess fuel finds its way down into the manifold and then into the cylinders, which washes the lubrication away and ends up in the oil pan. Not good. I always thought that the drip plate was for fuel leaking at the carb seams and wear at the throttle bushings.

I did have a condition with my Solexes where the float wouldn't seat right and fuel dripped out of the run orifice when shutoff. But that was fixed with new float valves.

The line that you see is a vacuum line that actuates the distributor advance at idle. It's not directly related to the fuel system.
