All I can say is that its offensive to me if the intent to offend is there, such as using it for toilet paper. In the linked picture I would bet the person has no idea it is incorrect to display it thusly. ...Just as the fellows riding around on their Harley flying old glory until it is frayed and shabby would be shocked to know they are being disrespectful.
