Apparently they had pulled a wheel chock and set it up there for some reason, and then forgot to pull it out. Once the gear was retracted it fell into a position that blocked the gear from extending.

Doubtless someone got fired over that stupidity, and I'll bet there is an absolute prohibition on putting well, anything, in the wheel wells.
