My solution wouldn't involve "no cops." My solution would involve "overworked, understaffed cops that wouldn't have time to enforce trivial crap, since they'd be fully occupied with serious crimes." Sort of like NYC was in the 80s, where no one cared about firework salesmen in Chinatown or "quality of life" crimes.

And yeah, I'm willing to put up with a higher risk of being murdered or mugged for a degree of freedom.
