On the ACCII system, Everything is based on vacuum, including when the A/C compressor doesn't engage and when none of the buttons on the panel recat when pushed. about vacuum.

ANY vacuum loss whatsoever and the system won't come on in any mode but defrost.

You need a vacuum gauge and the diagram posted in the link above to check for vacuum leaks.
