Most likely.
It happened to me on the freeway once. It went to the floor when i was pulling off. it did work after a quick pump and worked fine after that. I was not willing to chance it and switched it for a known good master cylinder. Pumping for pressure is a common quick remedy to a brake loss at the master cylinder.
