I am not sure from the description which part You are speaking of. However, I removed the Steering Damper on My Car sometime in the First Year I owned My Car to clean it and I never put it back on and have never missed it or noticed a negative effect from not having it.
In fact the Car steers easier when doing tight slow speed turns with out the Damper.

You can use a Nut Splitter to crack the Nut on both sides to remove it. You can do a Google image search and see what they Look Like.
Sears used to sell them and Harbor Freight may also.
