I was told that if a drip line is run to the top of the engine and run the engine for a while that the distributor might free up.
Am I at the correct place on the forum for the 6.9?

Either this or the vintage forum. Not a lot of 6.9's got built, so there aren't a lot of current or former 6.9 owners on this forum but there are a few.
As for running off a drip line to free up a fuel distributor, I haven't heard of that, since I mainly deal with diesels, but I don't think it would hurt.
