does your engine have an intake manifold banjo bolt & ALDA pressure line like the OM617? if so, that line be obstructed, starving the engine of fuel under boost.

a boost gauge may also be a cost-effective diagnostic before you swap the whole thing out. i just changed out the turbo on my car, but before doing so i got the gauge hooked up, found out where the pressure wasn't getting through, and found that my old turbo worked after all, except for its oil leak.
