Well, I'm feeling quite foolish. My vacuum shutoff is just fine, I just had the vacuum line attached to the wrong port.....

Got a line running into the cab now, can shut her down by sucking on the line. Will get it plumbed into the vacuum system and hook up a key-operated valve soon.
