Thanks for all the help guys. This is what I have determined: One evening I locked the doors. There was a leak in the driver's side door vacuum that caused the vacuum pump to run until to fried the control panel. Why the fuse did not go first? I do not know. It is the correct amperage.

I replaced the vacuum pump thinking this would resolve my problems to find the pump continuing to run. After hearing a hiss in the driver's door and realizing that after a slight upward pull on the door lock that the pump would stop running, I replaced the driver's door vaccum actuator.
