Does quickly calling it manslaughter get past the ideal of second degree murder? I thought manslaughter was accidental in nature. For example if I accidentally kill you with my negligence.

The officer obviously had intent to shoot him. Plus it looks like he used all his bullets in the gun. I wonder if it is like the recent case in Canada where the officer used all nine bullets. Six of them after the student went down. Very sad to hear of a life ending in this fashion anyways.
