In your second thumbnail, the WUR, as identified above, has a vacuum connection that should be connected to the intake manifold to supply a pressure (vacuum) signal for load enrichment. As currently arranged it is operating continuously in full enrichment mode.

The first pic shows a vacuum operated fuel return check valve from the fuel distributor. Step back a little and take a pic that shows the other end of the small steel fuel line as well as the end on the check valve. It also would be connected to manifold pressure (vacuum).
