well... technically, it's a shutdown actuator... since it's powered by vacuum, not electricity... but that would not cause a true "runaway" because the IP rack limiter would prevent overspeed, and turning off the fuel supply, by cutting the fuel line would shut down the car.

a TRUE diesel runaway, is not caused by the fuel system at all... it's caused by engine oil, or other uncontrollable fuel source finding it's way into the intake or cylinders...
