Yes at least mine was black sticky goo, that looked like tar.....that looks like someone mistook the tank for a septic tank

Go to Walmart and get a gallon of purple power degreaser......nasty stuff but it should eat all that gunk away....just don't get it on aluminum....I used a steamer to blow out my hard lines....worked great...
