Try taping it down and driving it, the early 210's would flap and you replaced the cover assembly on the r/h side. I did have a 208 cabrio that the center trim over the glass would flap around 60, replacing the attaching hardware resolved that one.
The trick to wind noises is isolating it, tape down the area and if the noise is gone, slowly remove sections until it returns, the last section you uncovered is your culprit. Dont be suprised if there is more than one item flapping, esp. after glass replacement.
