I think it is actually the other way around. On every MB I have worked on, it has been this way: Looking at the front of the PS pump, the nuts are visible, not the bolt heads. The nuts should be turned, not the bolts. I can imagine the torque it would take to turn the bolts if the nuts were really tight.
